And here comes the Parking Revolution!



Television New Zealand missed the point here with this news item.  Its not that the car park has sensors or there are no barriers or its a Pay by Phone car park site alone, no this is the first 'dynamically priced' car park in NZ.

Now most people wont understand what that means but they need to because this means you are now only ever going to pay for parking, exactly what it is worth!  No more over-priced or under-priced parking, just parking charged at the correct value.  Wow.

Dynamic pricing in parking means that the price will move with the demand, that is, if the car park is empty, the price will drop and if the car park is full, the price will rise.

I said this was a revolution.  How is this a revolution I hear you ask?  Well, in two ways it is a huge change in the parking industry and the consumers need to note this.

One, all organisations that don't use this method of charging will be found out.  They will be identified as lazy or just not caring enough about the user to amend the prices to actually what the parking, on that day, in that location, is worth.  Those that act like a monopoly will be forced eventually to change or hey will suffer ridicule from the public.

Two, the public will not have parking to use as its subject of folly any more.  The emotion that most people attach to parking will be removed.  The emotion is attached to parking because some organisations that manage parking have mis-managed the pricing of it.  Ask yourself, if an organisation just adds CPI (inflation index) to a price, is there really competition here, are we as consumers really getting the best price and is the inflation adjustment related to anything other than revenue gathering?

In a fully functioning market where consumers get the best price related to what they want to buy, that is low prices if they want a slap up job or the best price for the best widget, parking in some quarters has been a fixed price, one price for all and unrelated to the value you get for the time in that car park   No wonder everyone has been emotional about parking.  Amend the price to relate it to demand, like almost every thing we buy in the world today, from petrol to broccoli, and people will understand why they are paying the price they do, and that will remove the emotion.  We may not like the price but we will understand it and who doesn't like to get  a bargain, especially in parking.

Parking Cows - What Farmers Know about Parking.

Most lay-people wouldn’t have a clue as to how modern parking is designed and operated today. 

However, those same lay-people will have a very good idea on how to run a farm efficiently and what

happens to the farm and the cows if you are a poor farmer.   


A farmer walks a tightrope to balance the feed the stock might eat with the amount to feed the farm might grow.   It’s a tightrope that a City has to walk as well, balancing the amount of parking opportunities created in a limited number of car parks with the number of cars that want to park in them each day.   




Modern parking now has better ways to operate, especially with the advent of clever technologies and the discovery of the theory of how to operate a city’s parking.  Just like farming, the farmer is always trying to read about the latest techniques and to deploy the latest tractor or irrigation system to increase productivity to the farm. 

The main role of parking in the city is to benefit selected daily activities of the city.  This means organising parking to serve retailers, commercial operations, leisure seekers, commuters and of course allowing for community access.  That is shopping, meetings, the gym or park, workers and disabled, cycling, motorbikes, trucks etc.  

Parking isn’t free and hasn’t been free for many years.  It should not go back to being free in any form unless the lack of occupancy determines that it should be free, but mostly it should be priced to allow just the right amount of cars parking in just the right amount of car parks.  If it’s too cheap, we get issues with circulation, cruising, double parking, property damage and rage incidents.  If it’s too expensive, then we get vast stretches of street where no one will park at all.  This is demonstrated in many cities and towns today where the parking has a single abstract price for parking in a casual car park right across the city.  This has creates a badly lop-sided nature to parking in the city and this type of structural weakness is the single most damaging act that parking can do.  This impedes economic activity at a time when the city and its rate payers should expect a parking activity to be facilitating economic activity and community access.  

I used an analogy at a previous conference that seemed to work when trying to describe how a city’s parking should be organised and that was; if you have a farm that is divided and fenced into 10 paddocks, we have all of our cows at one end of the farm, the grass is all gone and all that is left is just the mud created by the overcrowding and a lack of an ability to manage the consumption of that grass.  At the other end of the farm, we have overgrown grass that has now gone to seed and is not very palatable.  There is not a cow to be seen here (exaggerating to make the point).  In fact the gates and other equipment are starting to be mothballed through lack of use.   If you were a farmer that ran your farm that way, you would have the bank and the SPCA knocking on your door.  This management style has been acceptable in parking in the past, but not now.  Unfortunately, many cities and towns still farm their parking this way today. 

To find a solution on the farm, we would relocate the cows around the farm to eat the grass down evenly.  Each paddock would be monitored to check the amount of grass being eaten, just in case a particularly hungry group of cows ate the grass faster than before.  We would monitor the seasons so we could manage the farm more closely when the grass stopped growing in winter, or in the summer we could get some of our repairs and maintenance out of the way while there was plenty of grass.  In fact, if we were really good, we could increase the number of cows on the farm in summer or cut hay with the extra grass.  We would have to reduce the number of cows in winter as the feed became short.   

Farmers have to micromanage the cows around the farm and having a more efficiently run farm would improve profitability and allow us to increase productivity.  That means running more cows per paddock. Increasing productivity in parking terms is increasing our occupancy rates to ensure more cars are being parked in the same number of car parks.  Sound familiar? 

On the farm, the paddocks allow us to manage the cows more efficiently by tailoring the number of cows to fit the grass growth in each paddock.  In fact we are putting just the right amount of cows in to suit the characteristics of the paddock, its growth, its water supply, its share of sunlight and its quality of fencing.  Dividing the farm up into paddocks makes sense and this one simple thing allows us to manage the farm for better productivity and efficiency.  It just makes sense. 

Dividing the city up into zones that reflect the characteristics of that zone also just makes sense.  All we have to do in parking is to divide the city up into zones the right shape and size to affect the parking load creator in that zone.  The zone could fit around the retail zone, the commercial zone, the education zone, the park zone or whatever other zone you have.  Then we monitor the grass growth, oops, I mean occupancy in each zone and we use price to move the cars (cows) around. 

If the grass is tastier in the paddock next door, without a gate the cows would wander in and eat everything and trample the grass until it’s all destroyed.  Price acts like the gate, stopping cars from sitting in one area, cruising, double parking and causing congestion.  Just like a gate can be opened or closed to let a certain number of cows into the paddock to eat just the right amount of grass, the price should be able to go up and down also to control the number of cars in a zone to take up just the right amount of car park spaces. 

Gates and monitoring grass growth allow us to make better decisions on how we relocate cows around the farm for better farm efficiencies. Prices and monitoring occupancies allow us to make better decisions on how we relocate cars around the city for better parking efficiencies.  Even a lay-person understands that.

Reconfigure for Greater Utilisation


Ever been frustrated by the current parking restrictions, because they don’t seem to match what is actually happening in that part of town?   The buildings have gone but the P5’s and Loading Zones are still there, not being used and just adding more on road decorations where clarity is needed.

Yellow lines, metered spaces, loading zones and time limits – such parking restrictions are an accepted fact of city life as a device in a local authority’s toolkit for managing efficient use of (usually) scarce stock of parking resources.

For most cities around New Zealand, parking provisions have developed organically, over time. But in the aftermath of the Canterbury earthquakes with its crumbling streets and demolished buildings, Christchurch City is facing the prospect of going back to square one and making major changes to the use of many car parks.  The Road Corridor Operations Manager, Paul Burden, decided that there was a need to go through the city and check if all of the currently marked parking and road restrictions were still required or could some be removed and returned to the public for normal use.  An example was, if a building was demolished, did we still need the P5 that was marked on the road outside that premises, which stopped the space being utilized by the normal user.

That process has started with building a picture of the supply of car parks, the signage that was left and the number of spaces and signs damaged by falling buildings and heavy equipment. The Parking Operations Team undertook the survey of on-street parking within the 'Four Avenues', the central city precinct bounded by Moorhouse, Fitzgerald, Bealey and Deans Avenues.

A team of dedicated staff members braved the streets and lumpy footpaths armed with GPS locators to geo-mark every parking sign, road marking, driveway and adjacent land use.  The data was fed into a database and attached to each car park or stretch of road utilising an internal document management tool.  The result is a very sharp (Google type) map (GIS file) in Geo-media, where a user can click on to a space and find out exactly what restriction is on the road, what the relevant Council ‘resolution’ states and provides an ability to run detailed reports. 

The next stage involved matching the current parking provision with the current need as they are now, as the use will likely be in the future very different to what was required in the past. Making changes is no simple task.  All the parking provisions are established legislatively so wherever a change is deemed necessary, the existing provision has to be revoked and a new resolution made to effect the change. And before any new resolutions are put before Council, consultation with affected building and business owners and operators must be completed.

The parking resolutions are being stored in an internal document folder and this is now the destination for all parking and road resolutions.  Collecting all of the resolutions was one of the key outcomes that the Traffic Engineers, Capital Programme, Transitional Project teams and Parking Operations and Enforcement asked for.  It has made all of their lives easier.  With the ‘Viewer’ version of the programme, the up to date information can now be distributed to all teams that have a responsibility to read, write or amend parking resolutions to Council or the Community Boards and at a much higher accuracy level.

The Parking Ops Team walked over 1000’s of kilometres of road, recorded the current use of over 10,000 car parks and returned many car parks back to normal unrestricted use.  More than that, they now have a very accurate tool that can tell you exactly what parking road markings are painted on the street and what is on the sign, without having to leave the building, speeding up the time it takes to make changes to on-street parking.

A further use is to allow a fast response to on-street parking data by giving a small amount of freedom to configuring car parking to allow for better utilisation of parking.  This brings the accepted timelines for configurations down to 12 months to 2 years and allowing the configurations to be changed to match neighbourhood characteristics much quicker rather than few it as an asset and never change it for 10 years.  A block of neighbourhood can cahnge its characteristics in that time to almost not resemble its original use and as such the road parking configurations must also change to keep the parking utilised.

The future steps will be to extend this tool to possible review issues in other high use urban areas and other high traffic areas, with the aim of improving the range of options for improving the utilisation of each and every car park.

Breaking Through the 'Google' Glass Ceiling - The Future of Parking

Oh, wouldn’t it be a great tool to be able to predict what might happen in the future and what a great fool you would be to think you can actually do it. To see coming proceedings as mere extrapolations of current thoughts, information and events, then put them all together into some kind of sense, would rank you along side ancient fortune-tellers, soothsayers and wealthy card players. Neither really exists as randomness tends to catch up with you, although some always say they have the gods on their side as they walk through the casino doors. It would be great to be able to do that but to understand that technology will bring many changes is not the realm of a clairvoyant, but merely a pragmatist. To determine what the revolution will be, sometimes feels like it is within the realm of a clairvoyant as most of the recent revolutions were out of left field.

Predicting what car parking operations might look like in the future is also an exercise in futility as there are so many functions and disciplines that touch parking. All of these functions and disciplines have their own champions to push the boundaries of the accepted frontier and the discoveries of technology and methodology in all of these disciplines will radiate an enlightened knowledge for parking to bathe in. Who would have thought that the cordless vacuum cleaner, light emitting diodes and infrared ear thermometers would have come from the space program? The future of parking can be anything, but having said that it does appear to be in the field of technology that the changes are coming at an ever increasing rate.

Being at the end of this book, it is appropriate to look into a crystal ball and see what might be on the horizon. What are the harbingers of things to come? There tends to be two different types of future products or themes to keep an eye on, work place trends and global trends that touch parking.

Workplace trends that will affect the parking industry are related to what our customers will be doing in the future. The rise of the female worker, longer working lives (but from home), the appearance of increased processing power in mobile phones, global climate change pressures, increasing frequencies of economic crises of various sorts, rise and resistance to social media (what’s the next big thing?), working from home, increased PT use, self driven cars and cloud computing, are all themes occurring now and affect the parking industry directly. Expectations change as the latest widget that gets sold via the internet television at home, is expected to start to pervade the parking industry, by demand of the customer immediately. I have confidence that we, as an industry, will keep up with customer demands to be engaged in different ways because if you don’t, someone else will.

Global trends will always overtake an industry, if it is not exposed to better, faster ways of doing things. Some new ideas appear like a tidal wave rather than an image of a cowboy slowly moseying his way into the foreground from the horizon. Global trends when accepted and embraced by an industry tend to permeate the suppliers and operators of an industry as they embrace the changes to enhance their own service or product offerings. If they don’t embrace it, the technology will replace the industry.

The explosion in communications equipment and its increased processing power has been phenomenal. Quad-core mobile phones are now the norm, a similar amount of computing power to what NASA used to land Apollo 13 on the moon! You can get an App for almost anything now. It almost appears that app-creators have run out of stuff to invent in cool businesses and have started to look around at a business like parking. Not that parking is not cool, it has just always been the poor cousin.

Self driven cars are here. The results of having these machines about require deep reflection by the parking industry. Get alongside these developments or get left behind will be the call. I still have some confidence that the mum and dad user will still require a space to park their oil powered old clunker. The gradual pervasion of the electric and hybrid car, into the national vehicle fleet, will speed up to a fast jog, before moving at a bolt-like pace in the years to come. Its how soon that will occur that should occupy minds more immediately. A change over must occur as climate change pressures mount. I know my mum will be driving her old car for many more years yet. There will still be millions of these cars around for some time. I would be more worried if I was a taxi driver than a car park operator as companies can afford to replace fleets of taxis with self driven cars before fleets of mums and dads, replace theirs.

I tend to think that the self driven car will create more traffic and congestion than we need. As the driver decides that the inner city parking fees are too expensive, they prefer to pay the price of extra fuel and send the cars home again or to a lot at the fringes of the city. This will have the affect of doubling the trips made each day and creating congestion on the way out of the city as well into the city.

Another looming battle will be the conflict between car haters and the pragmatists. The pragmatists will slowly move into their eco-cars but the car haters will still enjoy thrashing any person who owns an oil driven vehicle or an electric vehicle alike. Green cars and green parking garages will not satiate these people. This would not normally be an issue for most, but the fact that most of these people are in positions in the City or Councils and in national bodies will create a real issue between the normal traveller and the various Government bodies. I have seen the goodwill gestures of the public attending the public meetings after the earthquakes in Christchurch, proffer up suggestions on how they would like to see their city in 25 years time and the haters then turn that into such a change that the original submitters may very well say, “that’s not what I asked for!”. These issues are coming around the world.

Micromanagement of parking is here now. With the advent of the ‘cloud’ and the increased database and processing power that it provides, means that we can now search for information and calculate results on a giant computer stuck somewhere in a air-condition warehouse in the middle of a desert, and have the results piped to our mobile phones or tablets in milliseconds. It means we are able to run calculations on occupancies and prices almost instantaneously. Zone parking is the modern way of dividing up and managing the city’s parking resources. A zone is created around a major parking ‘load creator’ whatever it might be, university, airport or retail precinct, and the occupancies are responded to by a locally derived price. With modern parking technology, the zones can be any size or shape drafted onto a GIS platform for visual interpretation. City and private operations managers can now offer greater ROI by pushing occupancies to a much more intense level. 85% occupancy might already be a thing of the past, as we aim for higher levels. Micromanagement of parking is here but we have to wait for city officials to catch up.

Another example of technology making headway into parking and a battle I am looking forward to is the NFC versus Pay by Widget battle. I am already hearing people saying they are coming down on one side or another, or even skipping one technology altogether to wait for the other to triumph. I suspect there will be a shake out in the industry but there will be room for both. It won’t be solved next year but it will be bare-knuckled fight to watch. I suspect that with the computing power of the phone and its links to the cloud, they phone will win but don’t underestimate the power of the parking equipment makers. Parking equipment makers will always want NFC as it is an add-on to their equipment, but Pay by widget can be had by the customer simply owning a phone. We currently have 7 billion people on this planet and 6 billion phones. The big budgets of the equipment makers will offer up a tantalising message but in the end, the mobile phone will win as it connects to more people.

Outside of the Pay by Phone versus NFC debate is a new intruder. I’ve watched the arrival of products such as Google Glass over the last few months and wondered how this will change what we do in parking. I have not used it but have seen it on the many Youtube videos and they like. Can Glass enable parking users? Will third-party apps be there to help do so? Will the equipment companies latch on to this technology to drive the next revolution in parking?


There is a lot of interest in Glass use by many professions that require a ‘hands free’ approach to what they are doing, but the biggest group of interested parties will be drivers. Surgeons, CEO’s, and mechanics will have access to hands-free and real-time critical information. Some of the changes we will notice may be,


• Google at your eye tips – to answer any query while you are awake.

• Instant photos – never be without your camera or be too slow to get the shot you area after again.

• Mobile calls while driving – In many countries, its illegal to drive and talk on the phone, although that doesn’t seem to stop some people.

• Google maps in an instant – never get lost again.

• Google translator for travel – Read the food labels in French or Chinese with Glass on.

• Live traffic and news feeds – figure out a way around the jam you’re in by seeking alternatives routes and see why the traffic is stopped by the live news feed.

• Google calendar – make your appointment on the run. Forget the written diary from now on.

• Contact lens makers may become redundant – You will wear glasses, so no more contacts.

• iPhones may become a thing of the past – You just don’t need them anymore.

• They will look as good as Versace … eventually

• Parking - Find your car park by the use of one of the many parking apps or link directly to the parking equipment to open the barrier gate and even pay for your parking by accessing your bank account through your Glass.

The largest unanswered question is whether apps, called Glassware, will be there to boost Glass adoption. I believe that as soon as the price starts to come down, early adopters will drive a trickle of app creation and then the pay by phone techs and others will transfer to Glass apps.

Glass will revolutionise parking technology again, in a similar way that pay by phone and self driven cars are about to.

The entry into the market of technology giants has been a major move in the last couple of years. 3M, Xerox, Morgan Stanley and Google in the future are huge names in technology and finance and are related to other, more glamorous industries. They are infiltrating the parking business and bringing with them an intelligence that can cross-pollinate into this industry that is already not fallow of good ideas, but limited in the ability to apply them and limited by a lack of vision to buy the good ideas. These guys bring size, power and brands with them. Most of these companies have strayed into parking via transport and traffic but they are now here. A side affect of this entry into the market by global giants is the assortment of ivy leaguers they bring with them.

With all of these options, there are three major challenges for all parties in parking. Firstly, the one challenge for the parking practitioner is to push the boundaries of and embrace new technology to create a solution for the customer that extends knowledge and more intensely improves parking utilization. The result being increased ROI.

A huge challenge for the parking practitioner is to get the parking methodology right, to suit the designed parking plan. Then the parking technology decisions, made after the methodologies are chosen, area an easy choice made from the point of finding equipment and technology that will suit your plan’s goals. The result is increased ROI, although this wont be from parking but from the customers activity that parking supports.

A final challenge is one for parking customers, and that is to rely on the practitioners to get the choices right, to keep up to date with changes. Not easy since most people think parking is simple, easy and still adequate with single-head meters.

Parking is now sexy. Then again, I always thought it was.

TDM Will Double Traffic Congestion in the Future

TDM will double the traffic into town in the future…. That’s not the affect its supposed to have?

Most of my ‘parking’ working life has been primarily about trying to optimise the parking operation by getting as many people into a well run and attractive facility, as possible.  The single aim has been to achieve a high occupancy with the tipping point of too many customers demanding spaces because the facility’s promotion and operations are too successful.  Then I can put the prices up and start all over again.

Transport Demand Management just passes on poor Road Corridor Management to Parking

Imagine how surprised I was when I started to work in a city environment, not just about parking operations anymore, but being surrounded by Traffic Engineers and Transport Planners who spoke about using parking as a transport demand management tool.  To the lay person, this means artificially fiddling with the price at a facility to discourage customers, to consequently force them to take the bus, train, bicycle or suffer the fake prices.

In Wikipedia, Transportation demand management, traffic demand management or travel demand management (all TDM) is the application of strategies and policies to reduce travel demand (specifically that of single-occupancy private vehicles), or to redistribute this demand in space or in time.  I get this.  I really do.  This should be about encouraging a different method of travel through enticements, attractiveness of the product and lifestyle or even competing values, not about hitting people over the head with the blunt mallet of price for parking.

This is an issue that should be solved in other areas, such as road corridor operations or in public transport operations, not parking operations.  It feels very much like the upstream road corridor, PT design and traffic operations have not been done well and the result is to pass it on to parking operations to clean up!  I suggest the answer is sharpening up the up-stream issues first and solving the problems there, rather than have it passed onto someone, somewhere else to resolve.  This is designing a system to run inefficiently on purpose!

The benefits of having a city parking operation that runs efficiently are to have facilities run for the benefit of the customer, the equipment and facility’s capital (tax dollars) are spent well and not wasted and run inefficiently, technology is then allowed to deliver a service that is tailored to the needs of the remaining customers and competition will produce a better service to the city.  The cons of having an inefficiently run parking operation are plain to see, poor service, spiralling costs and a black hole where increasing amounts of money disappears into and the whole is worth less.


Self Drive cars will double the Traffic Congestion

In the coming modern world, the time, distance and place (TDP) road pricing methodology, where road users are charged based on when, where and how much they drive is a better way of controlling the travel demand.  Why?  Because the BMW’s and the Audi’s of the word are quickly moving to a system of auto-drive vehicles that can drive into town, drop the passenger off at work and then drive out to a fringe parking lot or back home again, not using the inner city car park with its artificially inflated prices.  These new vehicles will make four trips into and out of the city each day, in effect doubling the traffic in the city from what we have now.  This is not the affect TDM is supposed to have. 

Congestion charging or tolls on roads will be better suited to solving the travel demand issues, not parking.

The general premise is that parking machines and new phone technology are merely portals to get the revenue out of the parking space and into your bank accounts.  It doesn't matter how many bells and whistles the meters and software programs have, the prime purpose is to funnel the funds to the bank account.  So why don't we demand competition in that space?

Does Parking Have a Future? Hell Yes!

Predicting what car parking might look like in the future is also an exercise in futility as there are so many functions and disciplines that touch parking.  All of these functions and disciplines have their own champions to push the boundaries of the accepted frontier and the discoveries of technology and methodology in all of these disciplines will radiate an enlightened knowledge for parking to bathe in.  Who would have thought that the cordless vacuum cleaner, light emitting diodes and infrared ear thermometers would have come from the space program? The explosion in communications equipment and its increased processing power has been phenomenal.  Quad-core mobile phones are now the norm, a similar amount of computing power to what NASA used to land Apollo 13 on the moon!  You can get an App for anything now.  It almost appears that app-creators have run out of stuff to invent in cool businesses and have started to look around at a business like parking. 

Self driven cars are here.  The results of having these machines about require deep reflection by the parking industry.  Get alongside these developments or get left behind.  I still have some confidence that the mum and dad user will still require a space to park their oil powered old clunker.  The gradual pervasion of the electric and hybrid car, into the national vehicle fleet, will speed up to a fast jog, before moving at a bolt-like pace in the years to come.  Its how soon that will occur that should occupy minds more immediately.  A change over must occur as climate change pressures mount.  I know my mum will be driving her old car for many more years yet.  There will still be millions of these cars around for some time.  I would be more worried if I was a taxi driver than a car park operator as companies can afford to replace fleets of taxis before fleets of mums and dads, replace theirs.

Micromanagement of parking is here now.  With the advent of the ‘cloud’ and the increased database and processing power that it provides, means that we can now search for information and calculate results on a giant computer stuck somewhere in a air-condition warehouse in the middle of a desert, and have the results piped to our mobile phones or tablets in milliseconds.  It means we are able to run calculations on occupancies and prices almost instantaneously.  City and private operations managers can now offer greater ROI by pushing occupancies to a much more intense level.  85% occupancy might already be a thing of the past, as we aim for higher levels.

Another example of technology making headway into parking and a battle I am looking forward to is the NFC versus Pay by Widget battle.  I am already hearing people saying they are coming down on one side or another, or even skipping one technology altogether to wait for the other to triumph.  I suspect there will be a shake out in the industry but there will be room for both.  It won’t be solved next year but it will be bare-knuckled fight to watch.

The entry into the market of technology giants has been a major move in the last couple of years.  3M, Xerox and Morgan Stanley are huge names in technology and finance and more related to other, more glamorous industries.  They are infiltrating the parking business and bringing with them an intelligence that can cross-pollinate into an industry that is not fallow of good ideas, but limited in their ability to apply them and limited by a lack of vision to buy them.  A side affect of this entry into the market by global giants is the assortment of ivy leaguers they bring with them.  All of a sudden, parking is sexy.  Then again, I always thought it was.

There are three more challenges for all parties in parking. Firstly, the one challenge for the parking practitioner is to push the boundaries of technology to create a monster that extends knowledge and more intensely improves utilization.  The response being increased ROI.  It is the job of the client and the customer to tell the practitioner that the monster you have created is what they want.  Never diminish the ability to envision new ideas.

The one challenge for the parking client is to get the mix of parking methodology and technology right, to suit the parking plan, then it won’t matter what your technology looks like, it will always fit the bill.  The response is to increase ROI, although this wont be from parking but from the activity that parking supports.

The one challenge for parking customers is to rely on the practitioners and clients to get it right, to keep up to date with changes and respond to changes made by practitioners to send the parking world in a new direction.

Being at the cutting edge of change is an exciting place to be.  The buzz is palpable.  The New Year will hold some surprises, challenges and some cork popping moments I am sure.  I want to wish you and your families the very best for the season.

Don't Hate Cars, Just the consequences of oil.



Dear readers,

The article below makes some very good sense.

Why should we keep spending money on motorways and roads?  Becasue there is still a demand for them and the point of the article - technology will fix the issues with cars. 

I often wonder if it is oil or cars greenies hate, it seems to be both, where it only makes sense to dislike the consequences of oil powered vehicles.

Poor Mans Performance Parking II - A Matter of Balance

Like most things in life, balance will always bring most rewards to most people.  Once influences get involved that do not understand the need for balance and they try to manipulate the system to their favour, or move the system out of a lack of or full competence, then the system is out of balance and undue pressures occur. In parking, this will look like queues, circulating traffic, or streets of vacant spaces …. and frustration for all.

My definition of ‘balanced parking’ is as one car pulls out, another pulls in, that is, supply and demand are in balance.

Balanced Parking is a system where all of the levers that a parking resource manager has at their disposal are being used to create a system that favours access for all who require it, has little or no queuing, little or no circulating, little or no vacancy, is well communicated and has the trust to be managed at a low level. 

Levers of a Balanced Parking system are those that affect the supply or demand of the car park resource.  These influencers are things like time-restrictions, number of spaces, proximity of the car park to the demand drivers, lighting, security, safety record, neighbourhood, geography, barrier versus pay & display, lack of acceptance of payments, look & feel, product categories, staff or lack of staff, marketing, technology, enforcement and of course, price. 

Mt definition of supply is car parks, and demand, are cars looking for a car park.

Abstract pricing is inefficient.  We need to understanding that a one size fits all approach creates anomalies and favouritism to a few.  In some cities they have a single on-street price for parking.  The anomalies that this system has created are huge.  In Christchurch where an earthquake decimated the CBD of the city, now has activity beavering away on the west of the city but the east is still to have any new activity appear.  The response to the one size fits all policy there, is that the west is under priced and queues and traffic circulation is occurring and the east has 6 cars per week parking on one street, but the price is still the same.  Abstract pricing does not work.  It must be micro managed.  Technology and new management techniques allow for micro-managing parking operations to a much lower level now.

The city’s resource must include all of its stock, which includes private resources as well.  There is little point in trying to understand and then respond to what the demand is telling you, without understanding the supply.  This is clearly a difficult task, especially if the records of supply have been ineffectually kept over time.  Understanding what is happening in front of you each day will make a lot more sense if you do know your supply.

Occupancy is the ultimate indicator of balance.  We will not be able to get to a true 100% occupancy measure ever for obvious reasons but we should be able to get to a figure that you are comfortable with.  Operating at 90% plus occupancy will require some very efficient technology, such as space detectors etc.  Shoup spoke one space per block as the general figure for occupancy that delivers general balance.  I suggest that if you only have a low tech approach, you may have to put a simple system in place and sneak up on the occupancy figure over time by refining your processes and procedures.

A simple low tech method of getting your occupancy figure and balance, is to use the revenue transposed to time.  This is the system that makes a few assumptions, but is a simple method to use and can be easily set up and understood. 

First, we make the assumption that revenue equals the appropriate time spent parking.  In truth, this is inaccurate for example, people will buy an hours worth of parking and then leave after 50 minutes.  The next person does the same, and on a busy day, you can end up with revenue equalling 120% of the actual time purchased.  Conversely, you can have someone sit in a space using up the time, and only paying when prompted by the visit of an Enforcement Officer.  Occupancy will be at low levels here.  But if we understand these possibilities, then we can be happy with the assumption that revenue equals the appropriate time spent parking.  For our example we will say that the revenue for the day was $21.00.

Secondly, we take the possible revenue that a system allows, for example, if your parking system allows for parking between the hours of 09:00 to 17:00 and the rate is $3.00 per hour, then the possible revenue is $24.00 per day.

Thirdly, we divide the revenue by the possible revenue and our occupancy for the day is $21/$24 = 87.5%.   Our low tech system is close to being in balance or demand equalling demand.

Working out what the ideal number is for your city is difficult as it is unique to your city, so saying 87.5% is the right number is wrong.  One precinct of our city has a hospital in it.  The occupancy, based on revenue, spikes at 7am to 8am, as the staff change over shifts.  The rest of the day is at about 60%.  So do you set about amending your pricing to reflect the 400% before 8am or the rest of the day?  Each precinct and each city is different and needs to be worked out over time.

One of my projects has been to develop a low tech system to understand the balance, divide the city into relevant precincts and to start to collect occupancy data on each precinct to show how supply meets demand in each area.  The results have shown that recommendations for some serous price reductions are called for in some areas, price maintenance in other areas, but no price rises can be justified yet.

The simple system we have implemented can deliver data that can be reviewed at anytime, for anytime that money is being put into machines, and face it, these are generally the only times we need to monitor ‘balance’ anyway.

What's the Big Fuss about SF Park?

In one of my roles at a commercial car parking company, we would review up to 50 or so of the 80 or so car parks we operated, every week.  We would look over its performance, its performance against the surrounding competitions’ car parks and how it was tracking to budget. 

The review would include Average Ticket Values (ATV), Average Length of Stay (ALS), prices, volumes, staffing, revenues and occupancy etc.  We would look at the opposition’s volumes and prices also.  Out of all of these reviews, each week, the Operations Team would come up with about 10-15 change recommendations, and put about 10 or so on a ‘watch list’.  These changes would go out after the Wednesday meeting, to sign writers, programmers, and operations teams, to start dropping flyers to let customers know of the changes coming.  The changes would occur on the Tuesday of the next week as we didn’t want to make changes on a Friday or Monday.

A lot of the main parameters here are simple and easy to understand.  The tell you a lot about the behaviour of the customer relative to the operating conditions of the car park plus the surrounding competitive environment.  If a competitor drops their price by a $1.00 per hour, it’s going to affect the occupancy, volumes and ATV of the car park.  If a major load creating business shuts down or moves from the offices next door, the volumes and the ALS will change and so you need to respond with a change in price or other product categories.  All of these things are levers that affect the occupancy of the car park.

Occupancy of the car park site is the parameter that is the sum of all of the other parameters.  All of the other parameters are levers to drive full occupancy and full occupancy is a measure of an active, economic and effective car park site.  Occupancy drops, you need to review the other parameters to get occupancy back up, or if occupancy climbs, you need to review the other parameters to get the occupancy down to a manageable level. 

Occupancy has been how off-street car parks have been managed for as long as I can remember, but we now have a fuss over the introduction of occupancy as a prime parameter to controlling and managing on-street parking.  Why?  It’s not new.

Reverse City Parking Planning

Friends of the Blog will know that taking on the parking issues at Christchurch City has been a huge challenge.  If you take an eraser and rub out everything that was built in the CBD over a hundred years and start from scratch, what would you build?  Over a wine or two, you might come up with some clever answers, mostly without the consequences of budgets etc.  But really, if you had that situation delivered to you, what would you build?  How would you prioritise everything?  Which issues would you start with first and how would you time your project completion times?  Now you might understand the difficulties of starting from nothing.

The team have drafted a Short Term Operational Parking plan (STOP) to give us some guidance for reality today, to try and link up to the various plans that the city has in the future.  The difficulty was that today’s requirements are almost exactly opposite to the requirements of a normal city plan, which normally is to encourage alternative transport, support a good quality of life and encourage economic vitality and replacing it with encourage people back to the city, encourage economic vitality, drop prices to reflect the lack of use.  More on the plan later.

The STOP plan (Stop parking plan as some wags have named it!) is designed to speed response times up for changes to the various controls, such as price changes etc.  Price changes are slow due to working through new internal policies as these requests are coming through for the first time, but the relevant parts of the organisation are buying into the plan admirably.  The equipment has major limitations to speedy price changes.  A meeting with the supplier around requests to speed the process up was interesting.

Price changes need to occur quickly as within the city right now, a street may have one use today, but in three weeks time, it may have an alternative use altogether, i.e. a building fall-zone takes out all of the meters and the associated contractors and staff then drive the need for prices rises up, before disappearing as the building is demolished and the street empties out.  Speed in response to changes on-street are paramount right now.

We live in interesting times in Christchurch right now.  Reverse city planning, very fast changes in on-street usage, fast changes to on-street demands, bottle necks in equipment capability but wonderfully responsive management.  Strange days indeed.

Talk to your Customers or Lose them.

Bloggers to this page may recognise the push for parking companies to get into the Social Network sphere to moderate the conversations about parking and about themselves.  As a business decision it is a no-brainer to have a conversation with your customers as they are having a conversation about you right now and the first parking company to control this mode will make huge inroads in market share.

Using facebook and Twitter are becoming old hat now, but Social Business is still a relatively new field.  There is huge potential in marketing using your social network systems and the mechanics of setting it up in your business are cheap and simple.

The Social Network system is a fast changing world now, with acceptance of the technology now having an increasing penetration into age and social backgrounds.  If you don't talk to your customers, then in the future, someone else may.

The Battle of San Francisco.

The Big Supply & Demand parking experiment. 

The SF Park-ing project in San Francisco is turning the on-street parking paradigm on its head with the introduction of simple price adjustments by 'supply and demand'.

'So what?' I hear you say.  This has been the realm of the off-street parking paradigm for decades.  Why is introducing it into the on-street paradigm so news worthy?  The reason it is so important is that the on-street parking area has been the playground of the politician for years.  The parking professional has held sway in off-street car park buildings but the politician has known better in the on-street area. 

This experiment in San Francisco is the parking expert finally getting enough trust from the politicians that they wont lose enough votes to worry them and they will balance any loss with the better goodwill created by a city street that will be able to operate well under normal demand and supply conditions.

If this experiment doesn't work, this methodology will die a very public death and it will never be spoken of again for many years until people forget about SF Park and someone tries again.  This will be a disaster as the politicians will quickly try to wrest control back from the parking professionals again ..... and business as usual.

In SF Park we are starting to see the emergence of high technology, spread to even the furthest reaches of the parking realm, the individual car park bay.  This technology is now starting to support the parking professional in their assertions, as they are now getting the objective data to prove what many have thought by experience and observation, but could never get a budget big enough to prove.

I suspect that this project will give us some very encouraging results, enough for other cities to start to utilise the depth and breadth of technology out there now, to benefit a better understanding of the parking environment.  Before long there will be plenty of evidence out there to build a business case for even the trickiest of cityscapes.

This experiment will be seen not just as the triumph of parking professionals over politicians, but the start of the triumph of objectivity over subjectivity.  That is more important.

Car Parking Operators are Manufacturers of Parking Opportunities.

Car Parking Operators are manufacturers of parking opportunities. 
They deal with bottle-necks, over-supply, under-supply, purchasing slots, selling slots and distribution of slots to generate a better rate of return.  They are just a plot on the ground, but should be viewed in the same manner as the manufacturing of a widget.
The next question is, can the free market solve some of the problems left behind by decades old thinking?
This story, or the one attached that was the catalyst to my thinking here, is not just about the uses of man-made facilities when the customer stays away, no, the more interesting feature is the way many people view parking spaces.  It is so disparate as to be left from right or black from white.  We hear about the on-going arguments of minimum versus maximum parking spots per user in new building design and planning, or letting the free market decide.  I don’t have an opinion on the mechanics of the decision but in my recent experience, the 'Twenty One Queen Street' project in Auckland, New Zealand, has taken a very long time to occupy, with comments being heard about zero parking available to its tenants and visitors, or it could have been the financial crises, you choose.  All I know is that that there is an expectation that people demand to drive their cars to work and nothing will stop them.  If they can’t, then the buildings will generate less rent.  That’s the free market talking.  For those who decide to catch a bus, then there is a service there for them as well. Again that is the free market talking. 

I have read in various sources that there are anywhere between 3 to 8 car parks available to every person in the US.  In other countries, I would guess that there are many less than 8, as the US is a car country.  In mathematical terms, we only ever need 2 spaces, one at home and one at work or day care or where ever we go each day, assuming we all drive to work each day. To sharpen that pencil even more, if we take into account the frictional traffic volumes, that is those vehicles that are on the road at any one time when we do the car park count, it is probably something as small as 1.7 car parks per car (I’m not a traffic engineer) needed.  Still with all of those car parks, to quote the attached article, “As for the perception that parking spots are hard to find, as if everyplace were Midtown Manhattan, the reality is that a space may not be open precisely when and where a driver wants it.”  This is where we start to get the volume of car spaces climbing to 8 per car.  However, you can imagine that if the volume of spaces per car is closer to 8, then the spaces available in that city are probably at some seriously bad times, locations or behind barbed wire without access.  The market may decide if there are too many spaces available, that is, car parks can quickly be changed into apartments or office spaces or even retail, but it is important to remember that it is far more difficult for apartments or office spaces or even retail to be changed back to car parks.  I would think seriously about designing buildings with no car parking amenity at all in or close by.
I view car parking as a business where we manufacture ‘parking opportunities’ for our customers.  I think of parking in terms of the assembly line.  We have a bunch of customers out there who are keen to buy our products, and they want our product at a time that they want it, at a place they want it, and at a price that they want to pay for it.  As manufacturers, we have to deal with bottle-necks in the process, over-supply in the market place, under-supply in the market place, purchasing those opportunities at a sharp price and distribution of those opportunities to places that require the opportunities so as to generate a better rate of return.  The problem with this scenario is that car parks may be generated slowly as they are generally made out of bricks and mortar, perhaps an argument to have open air lots or other speedier solutions. 
One response to this is to encourage the freeing up of development building sites for parking, while they go through the process of municipal consenting or market shifts.   I estimate that a good 20% of car park spaces can be on land available for development and up to 30% of the sites (these sites are typically small in bay numbers) of car parking companies.  This buffer of parking capacity is a great way to take the highs and lows out of the parking demand and supply, however many bodies view this as an activity against the plan and cannot be allowed, when all it is, is a space on the ground that will provide a stopping place for a car, no more, no less.  The free market will tell you quickly if your predictions are correct or not, that is, no one will park on the site if there is an over-supply.
The use of car parks as drive-throughs for hot dog vendors and farmers markets, are simply the market responding to the situation it finds on the ground at that time.  The owners will have lost a lot of money, the decision maker long fired, and the manufacturing of the parking opportunity in that area has been halted until the market demands more.   We need modern thinking on how we manufacture these modern parking opportunities for modern parking demands.

Taking Parking Lots Seriously, as Public Spaces

THERE are said to be at least 105 million and maybe as many as 2 billion parking spaces in the United States.
A third of them are in parking lots, those asphalt deserts that we claim to hate but that proliferate for our convenience. One study says we’ve built eight parking spots for every car in the country. Houston is said to have 30 of them per resident. In “Rethinking a Lot,” a new study of parking, due out in March, Eran Ben-Joseph, a professor of urban planning at M.I.T., points out that “in some U.S. cities, parking lots cover more than a third of the land area, becoming the single most salient landscape feature of our built environment.”
Absent hard numbers Mr. Ben-Joseph settles on a compromise of 500 million parking spaces in the country, occupying some 3,590 square miles, or an area larger than Delaware and Rhode Island combined. If the correct number is 2 billion, we’re talking about four times that: Connecticut and Vermont.
Either way it’s a lot of pavement.
As the critic Lewis Mumford wrote half a century ago, “The right to have access to every building in the city by private motorcar in an age when everyone possesses such a vehicle is the right to destroy the city.” Yet we continue to produce parking lots, in cities as well as in suburbs, in the same way we consume all those billions of plastic bottles of water and disposable diapers.
What to do?
For starters we ought to take these lots more seriously, architecturally. Many architects and urban planners don’t. Beyond greener designs and the occasional celebrity-architect garage, we need to think more about these lots as public spaces, as part of the infrastructure of our streets and sidewalks, places for various activities that may change and evolve, because not all good architecture is permanent. Hundreds of lots already are taken over by farmers’ markets, street-hockey games, teenage partiers and church services. We need to recognize and encourage diversity. This is the idea behind Parking Day, a global event, around since 2005, that invites anybody and everybody to transform metered lots. Each year participants have adapted hundreds of them in dozens of countries, setting up temporary health clinics and bike-repair shops, having seminars and weddings.
That’s akin to the approach of an architecture and planning firm in Brooklyn called Interboro Partners. Several years ago it entered a competition in Los Angeles focused on dead shopping malls. Entrants picked malls they wanted to revive. Most contestants proposed erecting office parks or retirement homes or apartment buildings. Interboro took a different approach.
It chose the Dutchess County Mall in Fishkill, N.Y. Opened with fanfare in spring 1974 as another consumer paradise and symbol of automotive and suburban progress, it was built on the promising corner of a major highway interchange in the heart of a county poised for growth. But development ended up gravitating elsewhere, and by the early 1990s the mall was half-empty; by 1998 it was officially closed. To drivers passing it on Interstate 84 it looked like every other dead mall, floating in the usual asphalt sea of parking spaces.
But Interboro’s partners saw something else there: life.
Of course suburban and urban lots are not all the same, and it’s glib to say we should just buy fewer cars. Yes, we ought to wean ourselves from automobiles in favor of public transportation. We rely too much on cars because our public transit systems are often so abysmal. But cars aren’t going away anytime soon, certainly not in the suburbs or in cities like Los Angeles, and we can’t just wish away lots in which to park them. John Brinckerhoff Jackson, the landscape writer who died in 1996, years ago pleaded that the parking lot be treated like the city common, with its own community values.
But what does this entail? For big cities like New York it is high time to abandon outmoded zoning codes from the auto-boom days requiring specific ratios of parking spaces per housing unit, or per square foot of retail space. These rules about minimum parking spaces have driven up the costs of apartments for developers and residents, damaged the environment, diverted money that could have gone to mass transit and created a government-mandated cityscape that’s largely unused. We keep adding to the glut of parking lots. Crain’s recently reported on the largely empty garages at new buildings like Avalon Fort Greene, a 42-story luxury tower near downtown Brooklyn, and 80 DeKalb Avenue, up the block, both well occupied, both of which built hundreds of parking spaces to woo tenants. Garages near Yankee Stadium, built over the objections of Bronx neighbors appalled at losing parkland for yet more parking lots, turn out never to be more than 60 percent full, even on game days. The city has lost public space, the developers have lost a fortune.
The Pensacola Parking Syndrome is a term of the trade used to describe a city that tears down its old buildings to create parking spaces to entice more people downtown, until people no longer want to go there because it has become an empty lot. Cities should let the free market handle the construction of new parking spaces. People who buy or rent new homes can pay extra if they want someplace to park a car. Municipalities can instead cap the maximum number of lots or the ratio of spaces to dwellings and offices.
Back in 1973 Boston instituted a successful parking freeze in concert with the Environmental Protection Agency, an approach that Los Angeles attempted to follow until Congress blocked the tactic, bouncing the ball over to city courts. Since then Cambridge, Mass., has set its own limit on parking spaces. More cities could now do the same.
As for the perception that parking spots are hard to find, as if everyplace were Midtown Manhattan, the reality is that a space may not be open precisely when and where a driver wants it. But the journal Transportation Science has shown that drivers who parked at the first available spot and then walked to their destination on average saved considerable time (never mind savings in gasoline and anxiety) over those who cruised around until a “better” spot opened.
Driver behavior is revealing. We ignore the stripes and take shortcuts when lots are not full, but then are inclined to slow down and become more alert to pedestrians when we do so, a fact that led a Dutch traffic engineer to remove lights and other markings in the town of Drachten. Traffic accidents there declined. Various cities in northern Europe have followed suit, experimenting with removing traffic controls in areas shared by cars, pedestrians and cyclists — creating lots that function, in effect, as public squares.
I recently called John Kaliski, who runs Urban Studio in Los Angeles, and asked him whether this approach might work in car-centric Southern California, and he said it could. “But you would have to be rigorous about how you applied it,” he cautioned. “Liability is different in the United States than in Europe.” He recalled the case of the elderly driver who had a stroke at the wheel in 2003 and killed pedestrians in a farmers’ market in Santa Monica, prompting a slew of legal suits and new regulations.
It’s a no-brainer to argue that lots should be greener. The biggest advancements in lot designs have involved porous surfaces, more trees for shade and storm-water collection facilities. In Turin, Italy, Renzo Piano transformed part of the area around Fiat’s Lingotto factory by extending a grid of trees from the parking lot into the building’s formerly barren courtyards, creating a canopy of soft shade and a ready metaphor: nature reclaiming the post-industrial landscape. At Dia:Beacon, the Minimalist museum up the Hudson River, the parking lot designed by the artist Robert Irwin in collaboration with the firm OpenOffice is one with the art inside, trees in rigorous ranks rising subtly toward the front door. It’s an example not only of green design but also of treating parking lots the way people actually experience them: as the real entrance to a building.
But these are exceptions.
Which gets us back to Interboro and the parking lot of the Dutchess County Mall. By the late 1990s its developer had decided to land-bank the site, hoping its price would rise along with property values in the area. This meant that the mall and its lot had an absentee landlord.
But Interboro noticed that the parking lot was quietly being used as a depot and stop by bus lines. A hot dog truck had set up shop there. Patrons at a drive-through McDonald’s ate in their parked cars. Truckers slept there overnight. The Fishkill flea market took over on weekends, and a graphic design firm and a couple of banks and a post-office processing center converted vacant mall stores into offices.
In short, said Daniel D’Oca, one of Interboro’s partners, “what looked dead wasn’t, but you would have missed it if you just passed by it with a predisposed idea about sprawl.”
The firm wanted “to be responsive to the ways people already used the space,” elaborated Tobias Armborst, another partner, by making temporary interventions that “enhanced its urbanity.” The notion was that these interventions might open the door to various possible futures. Interboro proposed that the lot become, in effect, a laboratory for “small, cheap, feasible experiments,” is how Georgeen Theodore, a third Interboro partner, put it. “We embraced the fact that it was functioning for Fishkill as a version of Jane Jacobs’s sidewalk,” she said. “No one would disagree with permeable surfaces or solar panels. But it’s not as obvious to see lots for what they are, as public spaces where diverse people meet.”
So the firm imagined installing fitness and day care centers, which the postal workers said they wanted, and turning part of the mall over to a nightclub, so that the parties already happening in the lot could move indoors. The lot would get a beer garden, a recycling facility, a used-car business, a hiking trail entrance where the lot abutted protected wilderness, and a summer stage that exploited, as a readymade band shell, the existing porte-cochère of the mall’s defunct Jamesway.
“The point was to think of the whole lot not as a blight but as a space for architectural invention worth engaging with, warts and all,” Ms. Theodore stressed.
In the end the developer didn’t take up Interboro on its plan. But the scheme served its rhetorical purpose. Lots don’t need to be dead zones. And the best architecture can be light on its feet.
